Getting the "Server object error 'ASP 0177 : 80131534' " Error When Accessing Insight URL (Doc ID 1928662.1)

Symptoms

Getting the following error when accessing Insight URL after upgrading Insight from 7.0.1 to 7.0.4

"500 - Internal Server Error
There is a problem with the resource you are looking for, and it cannot be displayed"

It displays the following error after turning on the detailed error message:

"Server object error 'ASP 0177 : 80131534'
Server.CreateObject Failed
/Default.asp, line 52
80131534 "

Upgrade Path:
Application: 7.0.1 -> 7.0.2 -> 7.0.3 -> 7.0.3.1 -> 7.0.4
Database: 7.0.1 -> 7.0.2 -> 7.0.3 -> 7.0.3.1 -> 7.0.4-> 7.0.4.1
Note: there is no application upgrade is needed in 7.0.4.1 patch
