 The JAVA_HOME lib directories did not get updated with a specific grant permission. This causes initial failures while starting the Batch Rating Engine (BRE) and Realtime Rating Engine (RRE) Transformation engines. 
 LoadIfwConfig : If there is a configuration failure on loadIfwConfig and the information shared on PDC logs may not be sufficient, only the actual errors are reported when we execute LoadIfwConfigexplicitly.
 If a certain xml file is created by PDC fails during the execution of LoadIfwConfig, then can it be executed explicitly?
