AgileContentPool Is Suspended Exception When Users Working On Web Client (Doc ID 1929231.1)

Symptoms

On : 9.3.3 version,

The following error occurs when users works on Web Client.

ERROR
-----------------------
weblogic.common.resourcepool.ResourceDisabledException: Pool AgileContentPool is Suspended, cannot allocate resources to applications.

See the following information on stdout.log.

weblogic.common.resourcepool.ResourceDeadException: 0:weblogic.common.ResourceException: Could not create pool connection. The DBMS driver exception was: Listener refused the connection with the following error:
ORA-12518, TNS:listener could not hand off client connection
