Planned Order Not Generated When Partial Supply From On Hand Exists (ASCP Unconstrained Plan) (Doc ID 1929522.1)

On a 12.2.3 Centralized Instance - Unconstrained ASCP Plan for an OPM Enabled Organization

Planned Orders are not generated when partial supply from on hand exists (unconstrained). The PAB goes negative.

Planned orders are not getting created in our unconstrained plan when partial supply from on hand exists.
The projected available balance is negative throughout the planning horizon.
We have OPM (Process Manufacturing) along with ASCP. When I remove on hand qty then planned orders are generated.

For the item shown in the screenshots, we have "Create Supply = Yes" and we are using Fixed Lot Size Multiplier: 25, however, this should still work correctly even though we are using an order modifier in this example.

We are seeing this same behavior across all of our items.

Expect Planned Orders to be generated

The issue can be reproduced at will with the following steps:
1. Run the plan and note that when onhand is present, planned orders do not get generated to meet the remaining demand.
2. Remove the onhand, recollect the data, and re-run the plan. Note that the planned orders get generated correctly.
