DID Range Issues On Pre Order

DID range (XXX) XXX – XXXX thru XXXX currently exists on customer account. The user had an open order , that while it had the DID range on it, had no provisioning tasks assigned as the order was not completed. Metasolv would not allow the order to be Supp Cancel, the order as it gave error SP_CLEC_SO_RECON_DVR .
