ACS Is Not Processing ATOs - Extracted packageID == Null

ACS is not processing ATOs
ATO is in Released status

Caught the following exception in the application log file
<PCExtractTask:DEBUG> Extracted packageID == null

What is Working
Standard Export of same change works fine for users having the same roles as the ACS Subscriber

Additional Info
Configured ACS and ensured the following:
1. agileuser and superadmin users are enabled
2. Export privilege is enabled and provided to subscriber
3. Added Enforce Field Level Read privilege to subscriber
4. Verified there are no ATTID=null values in AGILE_FLEX table
5. No averify errors

1. Setup ACS as outlined in the Agile PLM Administrator User Guide
2. Process a Change through the Workflow to be picked up by ACS to transfer data through an ATO
