OSD Requests Failing for All Unknown Subscribers with a "CCS_BPL - no call plan found" Error (Doc ID 1931035.1)

Symptoms

In Network Charging and Control (NCC) 5.0.2.0, a problem exists when sending a Simple Object Access Protocol (SOAP) request to the Open Services Development (OSD) interface, to trigger specific service logic configured in a Control Plan.  The OSD client will return a failure and the slee_acs process will log the following error in its log:

Sep 24 18:29:47.485654 slee_acs(22293) WARNING: acsChassisPerformLoad: CCS_BPL - no call plan found (CLN 'XXXXXXXXX', CPN 'XXXXXXXXX')

 

NOTE: This issue specifically affects services invoking the CCS_BPL service handle.
