After Cancelling Items In Transfer For a Wholesale/Franchise Order, Transfer Still Remains In Status 'S' (Doc ID 1931589.1)

Symptoms

After shipping/cancelling items in transfer which is connected to Wholesale/Franchise (WF) order, transfer still remains in 'S' shipped  status.

Steps To Reproduce:

Case 1) Partial shipping in RMS and canceling of wholesale order via RIB:
1.1. Create a Wholesale Order for two items in RMS. 
1.2. Ship one item through RMS online option.
1.3. TSFDETAIL will be updated with shipped quantity.
1.4. Cancel second item through RIB (using call to RMS.RMSSUB_SOSTATUS consume package).
1.5. TSFDETAIL will be updated with canceled quantity.
1.6. Check that the connected transfer still remains in status 'S' (Shipped).

Case 2) Partial shipping and canceling of wholesale order in RMS: 
2.1. Create a Wholesale Order for two items in RMS. 
2.2. Ship one item through RMS online option.
2.3. TSFDETAIL will be updated with shipped quantity.
2.4. Cancel second item through RMS.
2.5. TSFDETAIL will be updated with canceled quantity.
2.4. Check that connected transfer status changes to 'C' (Closed).

Case 3) Shipping of full wholesale order in RMS: 
3.1. Create a Wholesale Order for two items in RMS. 
3.2. Ship the complete Transfer through RMS online option. 
3.3. TSFDETAIL ill be updated with shipped quantity.
3.4. Check that connected transfer status changes to 'C' (Closed).

The problem is with Case 1 only and other two cases are working as expected. Ideally in case 1 as all the items on the transfer are either shipped/cancelled, the transfer status should also be changed to 'C'losed.
