Data Load Job is Not Created even when File Status shows Detected and then Submitted

On Oracle Life Sciences Data Hub/Health Sciences Data Management Workbench (LSH/DMW) 2.4.2 version,

Once copying a file into FileWatcher Folder from the DPServer, the file status shows "Detected" and then "Submitted "on the "Study Configuration" > "Detected Files" screen, but the data load job is never created.
It is not possible to load data from any files into DMW, even when using "Force Data Load" option.
There are no jobs triggered in LSH.

Expected that the data should be loaded into DMW when a new file is detected by FileWatcher..

The issue can be reproduced with the following steps:
1. Create a new study;
2. Add Clinical Data Model:
   - Model Type: Input
   - Input Type: File
   - File Input Type: Text
   - Select from Source: Load from file
   - Upload a file
3. Install the Clinical Data Model;
4. Add a File Watcher for the study;
5. Add Codelist in the Library Data Model;
6. Configure Data Load Parameters for Text;
7. Add File Specification;
8. Load the data.
    Status is shown as submitted.
    There is no job listed in Data Loads.
    Job is not listed under 'File Not Processed'.
    In LSH there is no new job submitted.
