Why Are Not All Users And Groups Viewable By Default In The Corporate Address Book? (Doc ID 1932566.1)

Symptoms

When a user logs in and clicks on the Address Book -> Corporate Directory -> Users or Groups, it should show all the users or groups that exist,
before having to specify any characters in search tab.

Right now, it doesn't show any user or group names. But, when we type a couple of characters in search tab,
it then does the search and shows them.
