On : 12.0.6 version, ATP based on planning data

ACTUAL BEHAVIOR
---------------
Missing Sales order after ATP Synchronization to New ATP Plan

SO#21491678 –Scheduled during Planning Data Pull (Refresh Collection Snapshot). Sales order was scheduled and appeared in the existing ATP plan. The same order was displayed on the ATP post plan processing logfile, but did not synchronized into new ATP plan

EXPECTED BEHAVIOR
-----------------------
Expectation is that the sales order be displayed in the new plan as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Planning Data Collection
2. While collection is running, create a new sales order.
3. Then the ATP plan is run
4. The sales order is picked up in the ATP plan run and seen as demand prior to the 'switch'
5. But after the 'switch' the sales order is in the Old plan, but not the New
