Simple Search By Keywords Using Multibyte Characters Not Returning Result (Doc ID 1933505.1)

Symptoms

Actual Behavior
User cannot run quick search nor simple search when using multibyte characters (i.e: Simplified Chinese, Traditional Chinese, Japanese, Korean) as keyword

Expected Behavior
User can run quick search and simple search using multibyte characters as keyword

What is Working
Quick search works for English characters

Steps
The issue can be reproduced at will with the following steps:
1. Log into Web Client
2. Run quick search with keyword including Chinese characters
3. Unable to locate object with the specified keyword even it exists in the system
