Ldap -y Option Fails During LINUX ISS Install (Doc ID 1933797.1)

Symptoms

We are unable to install ISS 1u5 p22 onto a Linux system.  The following errors are observed:

Could not run ldapsearch against User/Group Directory Server at ldaphost:389
Command: /usr/bin/ldapsearch -x -h q41-ldap -p 389 -y /etc/.jisspasswd.123 -D "cn=Directory manager" -b "" -s base "objectclass=*"
Checking for indexeradmin in MS Directory Server
ldap_bind: Invalid credentials (49)

Configuration failed while using an input file:/etc/statefile.1.5-22
Run configure_etc.pl -O -f /etc/statefile.1.5-22 -A to prompt for values
ERROR: Error running command: /san/jiss/bin/configure_etc.pl -b /san/jiss -f /etc/statefile.1.5-22 -O
