OCSC PN Admin Console Response Is Slow (Doc ID 1933931.1)

Goal

With debug turned on, the OCSC PN admin GUI behaviour is extremely slow. Accessing menus/tabs is very slow, sometimes takes more than 2 minutes, that too without doing lock and edit for change. During this time there is a dramatic rise in CPU utilization hitting 90%+. The PN admin has been assigned 1 GB memory which is more than enough as its a light weight process. Monitoring anyway confirms no memory issue. There is no issues with SSU admin console. With a fresh installation, the PN admin console is faster. How to avoid this latency?
