Launch A PS Plan errors with MSC_TOP and SCP_ROOT_DIR not matching (Doc ID 1934096.1)

Symptoms

On : 12.1.1 version, Installation, Migration and Patching Issues

When attempting to Launch the PS Plan for the first time,
the following error occurs.
