Cannot View PDF Reports - File Does Not Exist Error Or Page Displays Blank

Goal
When trying to view the pdf output for a report job, the customer gets a file does not exist error and sometimes it takes a few seconds and just displays a blank page, even though the file exists in the directory on the database server.
It appears that the report(s) can be viewed after they wait for about 2 mins and then they can view the pdf.
The rwserver.log shows the following:
