Symptoms
On : 7.0.4 version, Common Function
When attempting to attach a Japanese File in Additional Information tab > Notes and Attachments,
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Open a case form.
2. Go to Additional Information tab > Notes and Attachments
3. Click Attache File button and attach a Japanese file.
