Replenishment For PO Does Not Consider On-Order Quantity (Doc ID 1934860.1)

After setting a Replenishment attribute with "everyday" option, it is not checking correctly on_order quantities from existing orders and always keep on creating orders with quantity as per max quantity set during replenishment setup for item.
Also, the on_order column in repl_results remains zero although the orders created daily have qty_ordered populated.

Expected behaviour is that it should check for on_order quantities based on orders which were created either manually or created by previous run of replenishment batches. And then orders should be created based on quantities which are not received.

The issue can be reproduced at will with the following steps:

1. Set up replenishment for an item in RMS.
     - Replenishment Method - Min/Max
     - Repl Cycle - Every Day.
2. Run the replenishment batches in sequence:
       prepost rplatupd pre
       prepost rplatupd post
       prepost rilmaint post
       prepost replroq pre
       prepost reqext pre
       prepost reqext post
       prepost rpl pre
       prepost rplext post
       prepost rplapprv pre
3. Orders are getting generated daily for same item/location and it is not considering on-order qty.
