Why does mailUserStatus=defer not effect LMTP? (Doc ID 1934939.1)

Goal

Setting a user's mailUserStatus attribute to "defer" seems to have no effect on the LMTP channel. Messages which were already in the LMTP channel queue are still delivered to the user even though status has been changed to "defer". It is possible for messages to still be enqueued to the LMTP channel after the user's mailUserStatus is changed to defer.

The same issue can be seen with the ims-ms channel.
