Account Number Should Not Re-eval If License Is Locked (Doc ID 1935060.1)

Symptoms

If a title has already been licensed and status is 'confirmed' and the rights for that account number are subsequently 'expired', reevaluating that license should not change the account number status to 'No Match'.

Product account number should not re-evaluate if license is at a 'locked' status - confirmed, est-bill, tent-bill and license is selected for PAN re-evaluation.
