Workflow Template Transition Issue After Re-Ordering the Steps (Doc ID 1936738.1)

Symptoms

On Oracle Agile PLM for Process 6.1.1.4, Workflow Administration

ACTUAL BEHAVIOR
---------------
On existing GSM or SCRM workflows, after a user reorders a step in the workflow template, the 'Manage Transitions' button for step 1 allows the user to select steps for transition but when the 'Done' button is hit on the popup window, the changes do not take effect and the Manage Transitions button is locked for step 1.

EXPECTED BEHAVIOR

User should be able to re-order the workflow step and then do Manage Transitions of step 1 of the workflow template.

WORKAROUND
----------
After reordering a step in the workflow, Manage the transition for another step (Aside from step 1). After successfully modifying the transition on another step, you will now be able to modify/ manage the transition for step 1.
After the manage transition button locks up. Hit save and close, the change you attempted to make will be pushed through. Upon reopening in edit mode, you should now be able to edit and manage the transition for step 1 as normally expected.

STEPS

The issue can be reproduced at will with the following steps:
1. Open any GSM or SCRM workflow template
2. Put into edit mode.
3. Reorder a step in the workflow (You do not need to add an additional step, just reorder)
4. Attempt to manage the transition for step 1.
5. Pop up window for manage transitions will come up and allow you to select steps for transition. Upon hitting done, pop up will close and changes will not take effect.
The Manage Transitions button is then locked.
