URL Encoding Is Not Working in URL PX When Special Character Is Used for Item Number (Doc ID 1936919.1)

Symptoms

Actual Behavior

Find that Item Number which has special character "#" included are not being URL encoded in PX launched from Actions Menu.

Expected Behavior

Expect that Item Number which has special character "#" included will have URL encoded correctly in PX launched from Actions Menu.

Steps
The issue can be reproduced at will with the following steps:
1. Set URL PX

Java Client
Admin > Settings > Data Settings > Process Extenstions

2. On the Web Client, creae item with special character "#" included in the item number
3. Launch the URL PX through Actions Menu of the Item
