Firm Planned Order Date Changes Overwritten By ASCP Plan When Using Overwrite = None in Plan Options (Doc ID 1937145.1)

Symptoms

On : 12.1.3.9 version, Memory Based Planner

Users are on 12.1.3 and have applied VCP 12.1.3.9.1 Patch 17350769 - using 64 bit Linux MBP MSONWL64.ppc 120.3.12010000.407 which came from one off patch 18690615 - using 64 bit Linux Snapshot MSCNPL64.ppc 120.2.12010000.84 no one offs. They are running an unconstrained plan with Overwrite = None as they're testing firm planned orders and changing dates and enabling the firm flag. However when they rerun the ASCP plan, the firm planned orders still show firm, but the ASCP has changed the dates. These planned orders are for interorg planned orders. I had them test for regular Make planned orders and the plan doesn't even keep the planned orders firm. They just get overwritten with new planned orders. Example data is from firm planned orders for interorg transfers (sometimes it did seems to honor the firming as not all planned order dates were changed):

trans id = 25248985 qty = 1 was firmed with due date = 10-SEP-2014 - after plan was rerun with Overwrite = None - due date changed to 28-AUG-2014

trans id = 25248894 qty = 2 was firmed with due date = 10-SEP-2014 - after plan was rerun with Overwrite = None - due date changed to 14-OCT-2014


Internally I tested both scenarios on 12.1.3.9.1 instance.

A. For regular Make planned order, it kept my firm dates and did not change them as expected
B. Interorg planned orders, it kept my firm dates and did not change them as expected

searched 719 - firm planned order overwrite none

Very similar to 12.1.3.8 Bug 17495898 not certain when this is fixed

Could be Bug 14554687/Bug 14549684 - but this looks like it was fixed in 12.1.3.9

Bug 14389452 - Not a bug - MSO: Net All Firm Supplies Before Creating Planned Order = 3 = Only For Purchase and Transfer Supplies - this is customer setting. I set this profile to same in 12.1.3.9.1 Customer, changed firm planned order dates and ran plan again with Overwrite = None and my planned orders keep the new dates I gave them - still can't duplicate

Expect firm planned orders to be kept as is when plan option Overwrite = None

STEPS

The issue can be reproduced at will with the following steps:
1. Run Unconstrained ASCP plan
2. Set new dates for planned orders and firm
3. Rerun plan with Overwrite = None
4. Interorg planned orders the dates get changed even though firm. Regular firm Make planned orders are overwritten with new planned orders
