Country Dropdown Not Rendering Any Data in CSC

Added a few countries to /atg/core/i18n/

The country dropdown in the New Shipping Address page in CSC does not show any country data.  

It happens when the default login page is something other than "Orders".

Reproducible Steps

1. Log into CSC.
2. Click on the triangle next to 'Anonymous' to 'View available customer actions' and select 'Search for Customer'
3. Type a customer's name in 'First Name' and press 'Search'
4. Select a customer from 'Customer Results'
5. At the top, click on the triangle next to 'Products' and select 'Product Catalog' to choose a product
6. Type a quantity for a product and hit 'Add to Cart'
7. Hit 'Check Out' link in 'Order Summary'
8. Hit 'Check Out' button
9. Open 'Add a Destination' section --> You should see 'Country' dropdown in 'Shipping Address' tab.
