When attempting to export an object with attachment through CTO or ATO,
the following error occurs.

Unable to extract {0}. See the log for details

User can access to the attachment file through Web Client/Java Client
There are multiple File Managers configured in the environment
No problems with user privileges/ACS configuration

The issue can be reproduced at will with the following steps:
1. Login to Java Client, and configure ACS Filter, Destination
2. Login to Web Client, create item and add attachment files
3. Create ECO against the item
4. Create CTO, goto selected items tab, and add the Change created in Selected Contents
5. When adding Where Sent, select the filter to include the attachment file on the affected items
6. Change the status of CTO to Released
7. The status of CTO is kept as Released and never changes to Complete

Default iFS file manager (File Manager with internal ID:13388) in Java Client was disabled and new file manager setting was added to be the primary file manager
