After Upgrade To OSM, ASAP Activation Task Hangs

The work order hangs at the ASAP activation task.

When pausing the OSM-ASAP response queue, we noticed that the proper Order Complete Event response is returned from ASAP. However, for whatever reason, OSM is not picking up that response from the queue.
