Personal Searches Folder Is Empty, Even when Saved Searches Are Present (Doc ID 1939025.1)

Personal Searches folder is showing nothing, even if saved searches are present.
The issue occurs with a specified user.

1. Log into Web Client as a problem user
2. Create a search
3. Save it to a personal folder
4. On the left panel, under personal search folder, nothing saved, but one can see this search link in the Quick Link section
