Component substitute on hand is not consistently consumed when primary component is not on hand.

Component substitute on hand should be consumed when primary component is not available

The issue can be reproduced at will with the following steps:
1. Ran a constrained EDD plan with decision rules enabled for component substitutes.
2. Loaded a 2 level planning BOM into the system for our forecast.
3. Launched the ASCP Plan for MRP and examined the supply/demand pegging.
4. Reviewed the horizontal plan over 12 month forecast for items 1026875 (primary) and 1026876 (substitute).
5. In May and June, system recommends buying primary resource instead of pulling from existing substitute component supply.
6. It is not until July that the substitute component is picked.

The issue has the following business impact:
Because the substitutes are completely interchangeable, it is crucial for the business that the substitute component is picked if the primary component is out of stock. Ordering additional primary components instead of utilizing substitutes causes excess inventory and increases costs.
