OPPM User License Error

Symptoms
On: OPPM 9.0 SP1 version, when attempting to update user passwords OR when administrators attempt to create a user report the following error occurs.
ERROR

You are authorized for 0 Full-use Named Users. After completing this operation the number of Full-use Named Users using this software will be [ ]. This will exceed your authorized Full-use Named Users count and violate your license agreement.
Please contact Primavera Portfolio Management or an authorized Primavera Portfolio Management licensor to purchase additional Full-use user licenses in order to avoid further violation of your license agreement.
STEPS

The issue can be reproduced at will with the following steps:
1. Log into OPPM as Admin
2. Navigate to Setup-Users
3. Change the password in User Preferences for a user and save changes
