Goal

Does PCM_OP_ACT_USAGE check to see if the start and end dates are effective for the service in which it impacts?

Scenario:
1. Activate a service/account on Jul 21
2. Process an event by calling PCM_OP_ACT_USAGE with a start date of Jul 01 and end date of Aug 01
  (Note the start date is prior to service's creation/effective date)

PCM_OP_ACT_USAGE succeeds without error. After looking at the logs, PCM_OP_ACT_USAGE rates and records the event without doing such validation.
