Base JARs Missing From Base Template Structures For IWS

Goal
We've enabled inbound web services based on the instructions found in CCB_Server_Administration_Guide_v2_4_0_2.pdf (pg 100), and in our online session we can see 4 default inbound web services listed as successfully deployed. (F1-EmailService, F1-ORAGEOCD, F1-SmsReceive, F1-UpdateAndTransitionSyncRequest)
When we try to follow along with the instructions to create a new Inbound Web Service, we've tried using the Deploy button on the Inbound Web Service Deployment screen, and we've tried using the iwsdeploy.sh shell script, and both end up receiving the same error message:
Reason for the issue: Base jar spl-ccb-2.4.0.2.0.jar missing from $SPLEBASE/<path of the iws folder/lib. The iws/lib is missing as a destination in the CCB_jars_structure.xml file, so initialSetup will not deploy it to that.
