Clarifications On The Behavior Of Pin_collections_process (Doc ID 1941369.1)

Purpose

To understand the behavior of pin_collections_process.

Observed some strange behavior in case of pin_collections_process. When pin_collect runs on zero day (day of subscription) and payment failure happens due to hard decline (bad card), the account doesn't go into collections. 

However, when the pin_collect runs on the 3rd day for retry, the payment failure happens again due to the bad card and this time the account goes into collections process and the subscription is deactivated. 

Question is why on day 0, the account did not enter into collections?
