Customer Is Missing In MSC_TRADING_PARTNERS Table When User Runs Complete Refresh Of Data Collections (Doc ID 1941539.1)

Symptoms

On 12.1.3 Collections in TEST:

Users state they are missing a customer name in table MSC_TRADING_PARTNERS when they run a complete refresh of data collections in ASCP.  This is occurring even when profile MSC: Collection Window for Trading Partner Changes (Days) is NULL in both source and destination instances.  Users state the missing partner name does show up if they run a Targeted Data Collections

STEPS
====
1.  Run Complete Refresh of Data Collections, they are missing a partner name in table msc_trading_partners
2.  Run Targeted Data Collections, the missing trading partner shows up as expected
