Cannot Create POSTROUT Batch Custom Key Ranges (Doc ID 1941671.1)

In <Note 736350.1> - How To Supply the Actual Key Range to a Multi-Thread Batch Job, batches WFET and BILLING were used as examples. Are these only guidelines or can the setup be used for any batch? When trying to apply for POSTROUT and observed that the key ranges in the threads are populated but the MA010-POSTAL-BILL-EXTRACT SECTION in COBOL program CIPBXBL1 ignores this and calculates the range based on the original thread processing technique.
As a result one would expect in case of 5000 ci_bill_routing records to have 5 threads of 1000 each.
The batch job that gets executed has the original calculation , this the thread counts for each thread are uneven.

The question is:
Is it possible to over-ride the key ranges for this program and if so how can it be done?
