Immediately after patching to patch 23 (v1u5-23.11801 / 220.127.116.11.0), one of the ISS servers stopped cleaning up files in /var/tmp/iss.
Patching occurred on Nov 6 at 23:55.
The oldest file in /var/tmp/iss was from Nov 7 at 00:05.
3.7 million files were in there before cleanup ...

Seeing an "out of memory" error (OOME) in the iss-utilsvc.log:
