After Upgrade to ISS 1u5 p23 - Utilsvc Not Cleaning Up Files In Iss.tmp.dir (Doc ID 1943517.1)

Symptoms

Immediately after patching to patch 23 (v1u5-23.11801 / 1.0.5.23.0), one of the ISS servers stopped cleaning up files in /var/tmp/iss.

Patching occurred on Nov 6 at 23:55.
The oldest file in /var/tmp/iss was from Nov 7 at 00:05.

3.7 million files were in there before cleanup ...

bash-3.2# ls -lrth |wc -l
3772540


oldest: -rw-r----- 1 jiss jiss 4117 Nov 7 00:05 SMALL1362579659015255707.tmp

Seeing an "out of memory" error (OOME) in the iss-utilsvc.log:

 Upgraded from ISS 1u4 to 1u5 p23.
