Unable to Create Any User Activity Reports

Oracle Financial Services Analytical Applications (OFSAA)
On : 7.3 version, Administration
When attempting to access any of the User Activity Reports under the Security Management, the following error occurs.
javax.servlet.ServletException: Filter [FilterServlet]: filter is unavailable.
1. Security Management -->User Activity Report --> click on any of the reports in the list
2. No Error appears in log files under $FIC_APP_HOME/common/FICServer/logs folder.
