Unable to Create Any User Activity Reports (Doc ID 1943966.1)

Symptoms

On 7.3 version, when attempting to access any of the User Activity Reports under the Security Management, the following error occurs.

Error:
javax.servlet.ServletException: Filter [FilterServlet]: filter is unavailable.


Steps:
1. Security Management -->User Activity Report --> click on any of the reports in the list
2. No Error appears in log files under $FIC_APP_HOME/common/FICServer/logs folder.
