Unable To Delete Tasks Because "Delete Task" is Grayed Out in Instantis EnterpriseTrack

Symptoms

ACTUAL BEHAVIOR
---------------
Delete Task is grayed out for some tasks.

Example:
Project 191 contains three tasks that cannot be deleted. Delete is grayed out.
When exporting to MSP, deleting the task, and trying to import back into ET, the error indicates "Cannot Delete Flag for activity is Yes"

This can also occur for other activity types, such as Phases.

EXPECTED BEHAVIOR
-----------------------
The user should be able to delete the task and/or remove the cannot delete flag.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into EnterpriseTrack
2. Open a project
3. On a task, click Actions and see Delete Task is grayed out
