Receiving Error 'TimedOutException' When Accessing The Quality Tab For A Specific Item (Doc ID 1945644.1)

Symptoms

When attempting to view Quality tab of Item, the following error occurs.

Client spins and finally generates a java.lang.NoClassDefFoundError: weblogic/transaction/TimedOutException:

Agile/WebLogic is timing out at 900 seconds when users select the Agile Item's 'Quality Tab'
The example failure Agile Item '600024001152-002' has 25406 Quality Incidents related to it
Need Agile to perform normally no matter how many Quality Incidents are related to an Agile Item

The issue can be reproduced at will with the following steps:
1. Search and open Item 6001123-001
2. Click on Quality tab
