Slow Response Time When Assigning To Facilities With Certain CLLI's (Doc ID 1946158.1)

Symptoms

When a user assigns to a facility with certain CLLI code's , it takes between 3-6 minutes or longer depending on which facility they use. Removing assignments from these facilities does not take extra time, but seems to work normally.
