Categories Under Non-Navigable Category Shown In The Site

Symptoms
Categories created under NonNavigableProducts category are shown in the website
The products under the sub-categories for 'NonNavigableProducts' category should not be visible to the web site visitor.
However, if a product is also a member of sub-categories under the 'root navigation' hierarchy then in this case that product can be seen on CRS.
As per
ATG Commerce Reference Store Overview > Product Catalog > Catalog Structure > Commerce Reference Store Master Catalogs

"Neither the NonNavigableProducts category nor its children should be visible to a Web site visitor. For this reason, both categories are explicitly excluded from the index"
However it seems that on adding category / sub-category under NonNavigableProducts category, those are visible. If products are added to NonNavigableProducts category, then this issue doesn't happen.
Steps
1. Login on BCC
2. Create Merch project and navigate to 'NonNavigableProducts' category.
3. Create a sub-category under 'NonNavigableProducts' category and add a new product.
4. Deploy the project.
5. Search for the created product in CRS.
