Issue With Return Info Parameters (Doc ID 1946310.1)

Symptoms

The following issue was faced with return info parameters.

1. Event templates/returnInfoParams are being used to return some additional info back to upstream application.
2. There are three cartridges, and all the three cartridges are having event templates.
3. When a single cartridge is deployed, and an order is run, the configured elements are being returned in OrderCompleteEvent.
4. However, if all 3 cartridges are deployed, then required elements in OrderCompleteEvent are not seen for all three cartridges. The issue can also be seen with even 2 cartridges.

This behaviour is not consistent. When all cartridges are deployed, order created on one of the cartridge does not return additional elements to upstream. However, all Info parameters are in TBL_INFO_PARAM against the completed order. Mostly, the first cartridge that gets deployed will have info parameters in its orderCompleteEvent and the cartridges that gets installed afterwards are facing issues.
