Duplicate discount records are created in RDWT file for sale transactions with discounts during multiple revisions when SAEXPDW batch is run.

Steps to Reproduce:

1.  Prepare RTLOG with a transaction having 3 items, one on promotional discount and the other two with wrong UPCs.
2.  Load RTLOG through ReSA and check that a UPC_NOT_FOUND error is shown in Maintenance screen.
3.  Run saexprdw.  File generated is as follows:

In TDETL records lines 3, 4, and 5:  in the transaction value field there is a value -17.26, which was not part of the original transaction. The correct value should be -29.
Note that this also affects the output of slsildmex, which gets the RDW as its input.
