Why Trouble Ticket Creation Time does not Match Times in the Database, including Summertime ?

Goal

Question on why the Creation time of the trouble tickets does as not match with time in the database.

Table Trouble_Ticket used by BO (Bussiness Object) makes the report is two hours in advance, this occurs across open tickets.
