On : 7.3.1 version, Form Rules

ACTUAL BEHAVIOR

SQL Rules are not working even after SQL compilation program completes fine.

EXPECTED BEHAVIOR
-----------------------
SQL Rules should be working fine after SQL compilation program completes fine.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login IN PCG Application.
2. Define a SQL rule.
3. Run the SQL Compilation concurrent program.
4. Test the Rule and notice it is not working.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use SQL Rules defined in PCG Application.
