Actual Behavior

The following Smart Rule is not displaying in Japanese on Japanese Environment：
Copy Files To Rev - File Folders

Similarly few attributes, in Preferences, are also displayed in English

Expected Behavior

Copy Files To Rev - File Folders and other attributes should be displayed in Japanese on Japanese Environement

What is Working

The other SmarttRules display in Japanese properly.
Copy Files To Rev - File Folders displays with Japanese on out-of-box Agile database environment

Reproduce Steps

1. Login with admin user in Java Client
2. Click Settings > Current User and click Preference tab. Set Language to Japanese and Login with admin user again in Java Client
3. Admin > System Settings > SmartRules
4. Confirm "Copy Files To Rev - File Folders" is displayed in English
