OlpCustomInfoReceiver UP OPR Returns 5030 For All Failure Cases (Doc ID 1950982.1)

Symptoms

If the subscriber doesn't exist on the ECE side, it will return a Diameter 5030 (DIAMETER_USER_UNKNOWN), but it appears to happen for all failure cases, including:
- ECE down or unreachable
- UDR failure (profile empty, or missing ifc.data)

OCMC should be able to differentiate these two different failure cases. In fact, a way to run the call with a default IFC in a failure case would be useful too.
