Conversion Script Failed To Update Foreign Key Reference Records (Doc ID 1951799.1)

While user doing some regression testing, user encountered a problem on our Account management page wherein the search icon was missing.
Upon further investigation it appears that the cause was a missing configuration value on the PER foreign key reference. The missing value was caused by the Oracle DB conversion script not updating the base FK reference records in preparation for Customer Billing and Care (CCB) 2.4.

I see that there is an existing oracle support ticket (<Note 1619788.1>) but for a different portal. In the ticket though, customer was advised to manually add the configuration. Since the configuration is base, the customer should not be the one to add these new configurations in CCB.

We are requesting that this be added as part of the DB conversion script.

Doing a comparison between the customer data and the demo data; the conversion script should have done the following:
1. Update the FK Reference Search Zone
2. Update the FK Reference Info Program Name
3. Insert new FK References for CC&B 2.4 (There are several new FK in the demo data)
