SwService Failed - Unable to Load Credentials From Wallet (Doc ID 1952149.1)

Symptoms

When attempting to start services, SwService fails when loading the credentials from the wallet created during the .nmsrc configuration.  The only message in the SwService log file states:

This issue started after upgrading from NMS 1.12.0.0.x to 1.12.0.1.x.   It also happened when installing 1.12.0.1.0 from scratch.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install new NMS application.
2. After running through the installation process, attempt to start services.
3. SwService fails because of the error and, as it is by default set as a required service, the FATAL wallet issue prevents users from accessing the NMS application.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot log into the system and use any portion of NMS. This would be due to SwService being set as required causing the System Offline message to appear.
