Unable To Create New Account

Recently we came across an issue which might be caused 2 years ago during the last BRM update.
The upgrade itself was caused by a platform migration from Sun Solaris 10 to OEL 5(64bit).
In that same context, we upgraded from 7.3 to 7.3.1.

Anything in BRM was working as expected, but there was no need to create new accounts, until recently.

This is now the case, but when the users try to create new accounts via Customer Center they get the following message:
