SAEXPRDW Batch Multi Thread not Working when Thread 1 has No Data to Process

SAEXPRDW  multi thread not working when thread 1 has no data to process.

Steps To Recreate:

1.Configure restart tables so SAEXPRDW will be multi threaded with 4 threads.
2.By using the SAEXPRDW driving cursor ,make sure that thread 1 will not pick-up that data. Make sure that thread 2 or 3 or 4 will pick-up the sales transaction which user's want to process.
3.Run SAEXPRDW by issuing the following unix commands: SAEXPRDW $UP for all the four threads.notice that there are no output files generated. Notice that the log file shows that there were 4 runs but all of them were tagged as "Thread 1".
4.Notice that RESTART_PROGRAM_STATUS for all 4 SAEXPRDW records still show 'ready for start' (as opposed to 'completed').
